RULE 6
The General Committee shall cause proper accounts to be maintained in respect of all financial transactions of the Federation.
RULE 7
The General Committee may appoint Sub- Committees and delegate such powers as it may deem expedient to the Sub-Committees.
RULE 8
The supreme authority of the Federation is vested in the Delegates General Meeting. The business of an Annual Delegates General Meeting shall be
(a) To receive the General Committee Report on the affairs of the Federation and Treasurers Report the Federation and the auditors report thereon for the preceding year.
(b) To elect 9 members to the General Committee as provided in rule5.2b .
(c) To amend the Rules and Federation if required.
(d) To deal with such other matters as may be put before it by any members association and General Committee.
(e) To consider such other matters affecting the welfare of the Federation.
RULE 9
Upon the adjournment of the Delegates General Meeting the affairs of the Federation shall be managed by the General Committee. The functions of the General Committee are
(a) To execute resolutions and motions passed by a Delegates General Meeting.
(b) To organise and supervise the day to day activities of the Federations Secretariat.
(c) To appoint an Auditor and fix his remuneration.
(d) To consider and approve any application for membership in the Federation.
(e) To prepare a Report on the affairs of the Federation for submission to member associations and to convene all Delegates General Meeting.
(f) To decide the venue for all Delegates General Meeting.
(g) To decide the venue for all Delegates General Meeting.
(h) To fill up any casual vacancy occurring amongst the members of the General Committee.
(i) To hire and employ staff for the Federations Secretariat.
RULE 10 THE DUTIES OF THE PRESIDENT
The duties of the President are as follows
(a) To preside at the President are as follows
(b) To represent the Federation in dealing with the external affairs of the Federation.
(c) To act as Chairman at all Delegates General Meeting,General Committee and other meetings of the Federation.
(d) To supervise the works of all the staff of the Federation.
(e) To sign cheques or withdrawal notices on the Federations banking accounts jointly with the Treasurer.
(f) To sign all correspondence of the Federation.
(g) To solicit members views and opinions on the affairs of the Federation for reference.
RULE 11 THE DUTIES OF THE DEPUTY PRESIDENT
The duties of the Deputy President are as follows
(a) To deputize for the President in the tatters absence.
(b) To assist the President in performing his duties.
RULE 12 THE DUTIES OF THE VICE PRESIDENTS
The duties of the Vice Presidents are as follows
(a) In the absence of the President and the Deputy President one of the Vice t?Presidents shall act for and on behalf on the President.
(b) To assist the President in performing his duties.
RULE 13 THE DUTIES OF THE SECRETARY- GENERAL
The duties of the Secretary- General are follows
(a) To keep all records except financial records of the Federation.
(b) To record the proceedings and keep minutes of all Delegates General Meeting, General Committee and Other meetings of the Federation and shall be responsible for their correctness.
(c) To assist the President in dealing with the daily affairs of the Federation and sign all routine torrespondence and circulars of the Federation.
(d) To sign all banking and financial documents jointly with the Treasurer as may be required.
(e) To keep a Membership Register.
(f) To convene all Delegates General , Committee and other meeting of the Federation.
RULE 14 THE DUTIES OF THE ASSISTANT SECRETARY- GENERAL
The duties of the Assistant Secretary- General are as follows
(a) To act for and on behalf of the Secretary-General in the latters absence.
(b) To assist the Secretary- General in the performing his duties.
RULE 15 THE DUTIES OF THE TREASURER
The duties of the Treasurer are as follows
(a) To be in the custody of all funds collect and disburse all monies on behalf of the Federation and keep books of accounts of all its financial transations and shall be responsible for their correctness.
(b) To prepare the Financial Report and Statement of Accounts of the Federation.
(c) To sign all banking and Financial documents jointly with the President or Secretary if required.
(d) To hold up to Ringgit OneThousand only for petty cash purposes and to deposit any money in excess of that sum in a bank approved by the General Committee in the name of the Federation in accordance with Rule 32.
RULE 16 THE DUTIES OF THE ASSISTANT TREASURER
The duties of the Assistant Treasurer are as follows
(a) To act for and on behalf of the Treasurer in the tatters absence.
(b) To assist the Treasurer in performing his duties.
RULE 17 THE DUTIES OF THE ORDINARY COMMITTEE MEMBERS
The Duties of the Ordinary Committee Members are to assist the Federations Office bearers in dealing with all matters in relation to the affairs of the Federation.
RULE 18
Any member of the General Committee who fails to attend three consecutive meeting of the General Committee, except with leave of the General Committee, shall be deemend to have resigned from the General Committee.
RULE 19
Where any serious matter arises and the President deems it unsuitable to be decided by the General Committee, he may obtain a decision of majority of member associations by means of a circular letter forwarded to all member associations, If Deemed desirable the President may convene an Extraordinary Delegates General Meeting to decide on such matter.
RULE 20
Members of the General Committee shall hold office for a term of two years. the event of the death or resignation of member of the General Committee the remaining members shall have the power to appoint any other qualified persons to fill the vacancy.
RULE 21
All members of the General Committee shall be eligible for reelection or renomination as the case may be. The President shall not hold office for more than two consecutive terms.
RULE 22 ANNUAL DELEGATES GENERAL METTING
The Annual Delegates General Metting of the Federation shall be held before the end of August each year.The Venue shall be decided by the General Committee after seeking the opinion of member associations and shall be held at each state by rotation.
RULE 23 NOTICE OF THE ANNUAL DELEGATES GENERAL MEETING
The Secretary- General shall give at least 30days notice of the annual Delegates General Meeting of the Federation together with an agenda, minutes and reports and the audited accounts of the preceding year to its member associations. Copies of these documents will also be made available at the registered place of the business of the Federation for the perusal of members.Names of delegates and motions for discussion at the Delegates General Meeting shall be sent to the Secretary- General not less than fourteen days before the date of the Delegates General Meeting.
RULE 24 EXTRAORDINARY DELEGATES GENERAL MEETING
An Extraordinary Delegates General Meeting of the Federation shall be convened
(a) Whenever the President deems it desirable; or
(b) Wherever more than half of the members of the General Committee deed it desirable; or
(c) At the joint request in writing by more than half of the member associations of the Federation.
RULE 25
AnExtraordinary Delegates General Meeting so requisitioned under Rule 24 shall be convened for a date within thirty days datermined by the General Committee. Notice and agenda for an Extraordinary Delegates General Meeting shall be Forwarded to all member association at least fourteen days before the date fixed for the Meeting.
RULE 26
At every Delegates General Meeting,each member association may nominate one frist Official delegates which he or she shall be an automatic committee member of that term Every member of the federation shall also nominate 2 ordinary delegates to attend the yearly Annual General Meeting or any Extraordinary Meeting.
RULE 27
At every Annual Delegates General Meeting or Extraordinary Delegates General Meeting only the official Delegates and the General Committee Members shall have the right to cast one vote only. Observers shall not have the right to speak or cast vote.
RULE 28
In case of an .equality of votes, the Chairman of the Delegates General Meeting shall have a second or casting vote.
RULE 29 QUORUM
(a) At all Delegates General Meeting at last half of the total official delegates of the Federation must be present to constitute a quorum.
(b) If half an hour after the time appointed for the Delegates General Meeting a quorum is not present the Meeting shall be postponed to a date (not exceeding thiry days)to be decided by the General Committee and to be held at the same venue.
(c) If a quorum is not present half an hour after the time appointed for postponed Delegates General Meeting, the Delegates present shall have power to proceed to alter the Rules of the Federation or to make decisions affecting the whole membership.
RULE 30 GENERAL COMMITTEE MEETING
The General Committee shall meet often as it deems necessary but not less than 3 itmes in calendar year and notice of all meeting shall be forwarded to all General Committee Members at leats fourteen days before the date fixed for the
The President acting alone or not less than four General Committee Members acting together may call for a meeting of the General Committee at any time. At all General Committee Meeting one-third of the Members present shall form a quorum.
RULE 31
Transport, lodging and other expenses, incurred by delegates attending the Delegates General Meeting shall be borne by the individual member assciation of the Federation.
RULE 32
Subject to Rule 15(d), all monies of the Federation shall be deposited into an account in a licensed bank in malaysia in the name of the Federation approved by the General Committee.
RULE 33
The President shall have the power to approve any expenditure not exceeding Ringgit Three thousand (RM3000)at any one time.
RULE 34
The Secretary- General shall have the power to. approve any expenditure not exceeding Ringgit One Thousand ( RMI 000 ) at any on time.
RULE 35
Expenditure exceeding Ringgit Three Thousand (RM3000) shall not be incurred without prior approval of the General Committee-
RULE 36
The signatories of all banking and financial documents shall be jointly signed by the Treasurer together with the President or the Secretary- General.
RULE 37
The financial year of the Federation shall begin on the 1st day of January and shall end on the 31st day of December or each calendar year.
RULE 38 AUDIT
(a) Two persons who shall not be office-bearers of the Society,shall be appointed by the annual general meeting as Honorary Auditors.They shall hold office for two years only and shall not be re-appointed.
(b) The Auditors shall be required to audit the accounts of the Society for the year S and to prepare a report or certificate for the annual general meeting. They may also be required by the President to audit the accounts of the Society for any period within their tenure of the office at any date and to make a report to the General Committee.
RULE 39
All members of the General Committee and every officer performing executive functions in the Federation shall be Malysia Citizens.
RULE 40
The Federation shall not be involved in any political activities nor shall its funds be usediQr political purposes, All Geberal Committee members of the Federation are strictly prohibited from making any political statement or speeches in the name of the Federation.
RULE 41
No alteration or amendment of these rules shall be made except by special resolution of a majority of a Delegates General Meeting. Such alterations shall take effect from the date of their approval by amendments shall be submitted to the Registrar of Societies within twenty-eight days from the date of adjourmment of the Delegates General Meeting.
RULE 42 PROHIBITIONS
(a) Opium smoking on the premises and the introduction of the bad characters into the premises are strictly prohibited.
(b) None of the Following games shall be played in the premises of the Society,Roulette,Lotto,Fan Tan ,Peh Bin, Belangkai, Pai Kau, Tau Ngau , Tien Kow, Chap Ji Kee, Sam Cheong , Twenty- one, Thirty-one, Ten and half,all game of dice,bankers games, Video games and all game of mere chance.
(c) Neither the Society nor its members ahall attempt to restrict or in any other manner interfere with the trade or prices or engage in any Trade Union activities as defined in the Trade Union Ordinance 1959,
(d) The Society shall not hold any lottery, Whether confined to its members or not in the name of the Society or its office- bearers,Committee or member.
(e) No university or university- college students can be allowed to be a member of the Society without the prior written approval from the Vice- Chancellor of the university concerned.
RULE 43 DISSOLUTION
(a) The Federation may be voluntarily dissolved by a resolution of not less than three fifths of the total voting delegates of the Federation in Delegates General meeting.
(b) In the event of the Federation.Àeing dissolved as provided above, all debts and liabilities legally incurred on its behalf shall be fully discharged and the remaining funds shall be disposed of in such a manner as may be decided upon by a Delegates General Meeting.
